Studied at the UNAM Escuela Nacional de Artes Plásticas (Mexico DF) and as artist-in-residence at the École Nationale Supérieure des Arts Décoratifs (Paris) and the Rijksakademie van beeldende kunsten (Amsterdam). His work has been shown at the galería OMR (Mexico DF, 2005), SMAK (Ghent, 2005), Stedelijk Museum Bureau Amsterdam (2005) and Sala de Arte Público Siqueiros (Mexico DF, 2002). Collective exhibitions include El cuerpo y la letra, Palacio de La Moneda (Santiago de Chile, 2006), Contemporáneo 15. Subversiones diarias, MALBA (Buenos Aires, 2005), 5th Mercosur Biennial (Porto Alegre, 2005) and Processos Oberts, Hangar, (Barcelona, 2004). With a group of other artists in São Paulo, he created the project istmo-arquivo flexível (2005). In his work, Beltrán deconstructs visual systems to suggest questions related to mass communication and the socio-political implications of visual culture.
